Let's put it this way. In all the legalese, anything can be twisted any way one wants, depending on the ingenuity of the lawyers involved (whose main objective is to prove black is white, and white is black). The same argument is made about the Post Office signs, especially the "...for any lawful purpose..." phrase. An interesting legal contest, but I would not want to be the test case, nor could I afford it.
