I have a chance to buy a 1990 Chevy SS454 PU in decent condition at a good price.
What parts are needed to improve the MPG? 100K miles. Senior owned.

Not a whole lot you can do to a 7.4 to increase fuel milage. It was rated at the time for like 10mpg in that truck.
Intake and exhaust parts can help slightly and give a small boost on hp but the 7.4 wasn't built for milage.

If you drop the rear ratio from either the 3.71 or 4.11 reducing engine rpm, you can save some fuel but you'll lose the whole concept of that truck and that was the torque with that engine.

Foot out of the throttle is the most important thing you can do.

+1 on the gearchange. I went from a 3.90 to a 3.21 in my 5.9R/T, and my highway mileage went from 17mpg up to 22mpg. It will still roast 'em if you stomp it below 40mph, and went from an RPM limited 135 to a drag limited buck-forty-eight.

Gear ratios can make a difference, but it's not a cheap thing to change.
And if the mechanic isn't real good at it, it could be short lived and noisy.
Unless you need a large engine why not try to find another truck?
Big engines use gas, it's a truth of the universe.
