It would be a mighty rare car that didn't have some evidence of service and mileage.
Like a receipt for some repair that showed the mileage at the time that would help substantiate mileage claims.
And don't forget there's no Federal penalty for lying about or even turning back the odometer on cars ten years old or more.
The States generally follow the Federal law.
It's best to judge used cars as individuals, depending on use and care rather than just by what the odometer says.

Here is how this works for me.

I go to buy a used car and it is always "low mileage", cream puff, owned by a little old lady who drove it to church on Sunday. It is a few hundred $ less than the Stealership wants for a brand new equiv model. Oh, and don't mind the puddle of oil underneath or the bald tires - it is part of the patina.

I go to sell my car I put about 5,000 miles on a year and the Stealership calls it high mileage, beat to death, POS that will need to be auctioned to a scrape yard, and it cannot be seen on my lot, so let me low ball your a$$.

Well not quite mileage but.....

I've run boats for a living for the past 35+ years, and generally we have 2 diesel propulsion engines, and 2-3 diesel generators. At least one gen runs 24/7 away from the dock (at times two), and most run at 1800 RPM, which equates to 60Hz US power.

The boat my boss just sold had the usual 2 gens, powered by Cummins 6BT's, basically a marinized version of a Dodge Ram truck engine. I do oil changes at 250 hrs, injectors anywhere from 1200-1500 hrs depending on our travel schedule. The gens were still running almost trouble free with 14,000 hours EACH when we sold her.
Doesn't sound to extraordinary until you run the numbers.
1800 RPM = 60 MPH in a truck
14,000 hrs x 60 MPH = 840,000 mi

If those gens were in trucks they would have 840,000 mi EACH. Almost 1.7 million miles together.

When we sold the boat a few months ago, a mandatory inspection showed they still pulled full load and ran strong without overheating even in 85 degree So Fla waters.

Never thought much about Cummins before but those changed my mind in the small diesel market.
