Need help identifying this find

My future brother-in-law found this one in a house he was cleaning out, we have no clue what it is. It has no identifying manufacturer or serial numbers on it, just a dedication from you person to the other down the barrel. If anyone recognizes it and can provede a lead as to what it is would be great!! Thanks in advance!!

Looks like a Belgian pinfire revolver.
