What steps are required to make the barrel of an approved SBR shorter?

Not entirely sure but I believe once it's registered it doesn't matter.

If the SBR is an AR15, you can use any length upper on it that you want.

If it's registered with, say, an 11.5" barrel and you decide you don't like that length and instead prefer 14.5", as long as you still own the 11.5" no action is needed. However, if you decide to sell off the 11.5" barrel, ATF "requests" that you notify them in writing that the primary barrel and overall lengths have changed to xx and yy.

Same for an SBR with a barrel that cannot easily be swapped: ATF "requests" that you notify them of the permanent change.

In both cases, it's a good idea to do so. But an SBR is an SBR, and as long as it has a barrel under 16" in length, you should be good to go.
