After watching videos of the incident, a review board
determined it was accidental, not an act of negligence.

accidental ? this was the definition of a negligent discharge !

>why was his finger on the trigger
>discharges his weapon then says "what happened"

the whole incident demonstrates a serious lack of field and
weapon training !

a few inches higher and it would have been in the back of her
head !

Exactly. Definitely need more training. I feel bad for everyone involved.
