I believe Mr. Cracker is correct. Remember your eye is nothing more than a lens, if you have a faulty lens(eye) that makes the dot larger than it was designed it should still be measurable in MOA. So it is designed to be a 1 MOA dot but because of your faulty lens(eye) for you it is actually a 1.5 MOA dot for instance. What you are experiencing is a multiplication of your eye's error with the distance, but it should be a direct multiplication still.

Astigmatism, most wouldn't even know they have it until trying to use a red dot as the user wonders why the dot is a fuzzy ball or the ring a flaming halo and figure they just have a crappy unit or that it is supposed to be that way.
