Any Offshore Fishermen here?

I have a question I don't know the answer to and was hoping someone here would know.

Florida Fishing Regulations say:

Gulf of Mexico: These regulations require the use of a dehooking device when recreationally fishing for reef fish in the Gulf of Mexico. All persons aboard a vessel harvesting reef fish must possess and use non-stainless steel non-offset circle hooks when using natural baits.

Does this apply to Gulf waters beyond 9 nautical miles?

i can only say that i fish on a long range/deep water party boat and have seen no such devices. these guys are rule sticklers,so don't think a concern.

Thanks for the reply. I did hear back from FWC who confirmed my suspicions that it only applied to State waters.
