"Demonstrate need" looks good on paper but is fertile ground for corruption, as has been the case in many places where the the sheriffs and chiefs line their pockets. Decisions have to be made. That says a lot. Even if they simply attacked the process, accountability and recourse elements, it would help. No one could accuse them of blocking everything but, false charges would be reduced drastically.

That's the simplest solution. We have our land line phone on Spectrum, which has a free robo call blocker. Very effective, one gets one ring to announce its operation, and done.
